Technical Assistance for project management and supervision of works within the project: „Regional project for development of water & wastewater infrastructure in Galati County, 2014 - 2020” (partner)

Contract objectives:
 
The general objective of the Technical Assistance contract is to ensure an effective management for Project implementation and supervision of the works necessary for Project implementation.
 
The specific objectives for the project management activities are as follows:
  • Provision of qualified and effective support for project management to the Regional Operator in order to successfully implement the project, in accordance with the provisions of the Financing Contract;
  • Provision of qualified support so the Regional Operator be able to operate efficiently;
  • Publicity and adequate promotion of the Measure and correct information of the population regarding the construction works and the proposed objectives within the Project, according to the Visual Identity Manual for Structural Instruments in Romania;
  • Optimization and hydraulic modeling of the water & wastewater networks in the Project area;
  • Development of a proper environment to manage by modern and efficient management systems the waste & wastewater networks in the localities of the County;
  • Development of a proper environment to reduce the losses in water networks;
  • Optimal implementation of the contracts of works by managing the quality of residual waters downloaded into the public wastewater network in accordance with the provisions of the legislation in force and taking into account the potential impact on the treatment of collected wastewater;
 
 

Design, verification and updating of general estimate, and technical assistance services within the contract: Technical Assistance for Management of the Project „Extension and Modernization of the Water & Sewer System in Timis County” (subcontractor)
September 2011 - December 2015
  • Implementation of the sludge management strategy as concerns the sludge resulting from the technological process within the water and wastewater treatment plants;
  • Provision of the necessary support to the PIU regarding the implementation of the current investment program, as well as the investment program for medium and long term;
  • Provision of support to the RO to extend the GIS system to the entire Project area;
  • Updating of the General Estimated Budget, including related documents and of the Cost-Benefit Analysis, whenever it is necessary;
  • Compliance with the provisions of Directive 86/278/EEC on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture, transposed by the Minister Order 344/16.08.2004 as subsequently amended, on the protection of the environment, and in particular of the soil, when sewage sludge is used in agriculture.
The specific objectives for the supervision activities of the Project are as follows:
  • Provision of support to the Regional Operator in monthly progress meetings with all the Contractors in order to establish the progress of the Project, as approved by the Financing Decision;
  • Mitigation of the risks on health as concerns the untreated or insufficiently treated wastewater discharges, as well as removal of the flood risks;
  • Savings as concerns the operational costs incurred by the management of water & wastewater systems.

Contract objectives:
 
The technical assistance services were aimed at reaching the following general objectives:
- an effective management for Project implementation,
- Technical Projects developed by contract deadlines,
- documentations for tenders properly and timely developed.

The Technical Assistance (TA) services supported the implementation and monitoring of the project, and it substantially contributed to the attainment of the general and specific objectives of SOP Environment.
